General Secretary Xi Jinping mentioned in the report of the 19th National Congress: 'Cultural confidence is the most fundamental, profound, and lasting force in the development of a country and a nation.' Chinese characters are the most important identifier in the culture of the Chinese nation, an important carrier of Chinese historical culture, and the cornerstone of cultural confidence in the new era.

Henan is located in the Central Plains, with unique resources of Chinese character culture, being the birthplace of Chinese character culture. First, the earliest discovered inscribed symbols are found in Luoyang, Henan; second, the traces of Cangjie’s character creation are spread throughout the Central Plains, including the Han Dynasty Cangjie tomb and temple in Nanyue County, Puyang City; third, the earliest mature script, oracle bone script, was discovered in Anyang, Henan; fourth, Xu Shen compiled 'Shuowen Jiezi' in Luoyang; fifth, it was Li Si from Shangcai, Henan, who helped Qin Shi Huang standardize the writing of 'small seal script,' achieving the first unification of written forms; sixth, the 'Song typeface,' which is still in use today, originated in Kaifeng, Henan; seventh, Wang Yongmin from Nanyang, Henan, invented the Wubi input method for typing Chinese characters on computers. It can be said that every major breakthrough in the creation and development of Chinese characters is related to the people living in this Central Plains region. To showcase Chinese cultural confidence, we must start by displaying the brilliant achievements of Chinese character culture.

The sudden pandemic in 2020 not only made the world aware of China's greatness but also sparked a desire for a deeper understanding of Chinese culture.

In order to implement the national strategy of 'Chinese culture going global' and 'inheriting and innovating excellent traditional Chinese culture,' to let the world understand China and for China to embrace the world, we have decided to host the first 4.20 'Chinese Characters Festival.'
